Scrap metal employee faces multiple charges

JACKSONVILLE, Fla. -- An employee of a scrap metal business was arrested for not maintaining proper records.

Jamal Imad Haddad, a 25-year-old employee of E-Koss Recycling, was arrested after deputies stopped in to ensure the business was not in violation of Federal Supply Schedule regulations, known as FSS 538, according to a police report from the Jacksonville Sheriff's Office.

Deputies reviewed transaction forms to discover only one of 16 transactions had a home phone number listed and none had a business number listed or employer information.

According to the report, JSO's S.C.R.A.P. Task Force responded to the business as recently as June 28, 2012 for an FSS 538 compliance check and found violations at that time as well.

Haddad was taken into custody and is facing charges related to multiple FSS 538 violations.
