Police do not have a suspect or a weapon.

"Unfortunately everyone that was in that parking lot is saying that they didn't see anything so we're still trying to determine what happened," Jacksonville Sheriff's Office Homicide Sgt. T.K. Waters said.

The crime scene is near a small park where before the shooting, a number of people were gathered. It is across the street from the ILA, the Longshoreman's Union.
